At first blush, this video appears to be a parody.
I went to the PA Dept of Revenue website, and at the top of the opening page, they have this:

and a link to their special tax amnesty site.
So, it’s for real. As some others have mentioned, it shouldn’t be too long before we see similar ads from other states, as well as our friends at the IRS.

Update 2: I don’t know if this is going to become as wide-spread as the Hitler video parodies, but it has spawned a number of copy-cats, such as by this PA GOP candidate.
